Two things called DORA in FinTech
FinTech has a naming collision. The EU Digital Operational Resilience Act (Regulation 2022/2554, in application from 17 January 2025) is abbreviated as DORA. The DevOps Research and Assessment program is also abbreviated as DORA. Your compliance team and your engineering team can discuss DORA compliance and be talking about completely different frameworks.
This matters because the two are genuinely related, but they address different problems. Throughout this article, DORA metrics refers to the DevOps Research and Assessment framework. EU DORA refers to Regulation 2022/2554. There is a section on how they align further down.
Why standard DORA benchmarks don't apply in regulated FinTech
The DORA State of DevOps research profiles four performance tiers: Elite, High, Medium, and Low. The data comes from thousands of organisations across many industries. Most of those organisations are not operating under PCI-DSS v4.0, FCA operational resilience requirements, or EU DORA regulation.
A startup deploying 20 times per day is not the same benchmark as a payment processor that requires security review, CAB approval, and a regulated deployment window before any production change. Both might be performing well for their environment. They are not comparable.
Applying standard DORA benchmarks to regulated FinTech teams creates two concrete problems:
- Good teams look bad. A FinTech team with daily deployments, a 2-day lead time, and a sub-5% change failure rate is performing at elite level for a regulated environment. Against general-industry benchmarks, they appear mid-tier.
- It creates pressure to cut the wrong things. If a team is told their 2-week lead time needs to drop to under 1 hour, the obvious shortcuts are to reduce compliance reviews, compress security testing, or bypass CAB approval. Those are not improvements. They are regulatory risk.
FinTech teams need benchmarks built from the constraints they actually operate under.

The table below shows adjusted benchmarks for regulated FinTech environments alongside the standard DORA elite benchmark for comparison. Deployment Frequency in regulated environments
What limits frequency in FinTech
Standard DORA research shows elite teams deploying multiple times per day. That figure is accurate for general software, but it does not reflect the structural constraints built into regulated financial services delivery:
- Change Advisory Board (CAB) approval cycles. Many regulated firms require CAB sign-off before any production deployment. Weekly CAB meetings create a ceiling on frequency regardless of how fast the team builds and tests.

None of these constraints mean a FinTech team should not try to increase deployment frequency. They do mean that the path to improvement looks different. FinTech elite target: daily to weekly
For regulated payment, banking, and lending systems, deploying daily to weekly puts a team in the top tier for their environment. Some larger FinTechs with mature pipelines achieve multiple deployments per day for lower-risk microservices while keeping weekly cycles for core financial systems. Tracking deployment frequency at the system level, rather than as a single number across the whole estate, gives a more useful picture.
Where to start
The highest-leverage change for most FinTech teams is implementing a tiered change process. Not all changes carry the same regulatory risk. A static content update and a core payment processing change should not go through the same approval overhead. Defining standard changes eligible for an automated track, separate from significant and emergency changes that require full CAB, typically doubles or triples deployment frequency with no reduction in compliance coverage.

Most teams that audit their pipeline honestly find 20 to 30% of their lead time comes from manual steps they believe are compliance requirements but are not. They became standard practice at some point and stayed.
FinTech elite target: 1 to 3 days
Teams with automated security testing, tiered change processes, and compliance documentation integrated into CI/CD routinely hit 1 to 3 day lead times even for changes in regulated scope. This is elite performance for a regulated environment, and it requires upfront investment in automation rather than workarounds.
How to reduce lead time without cutting compliance
Three changes move the needle most:
- Automate security gates. Manual SAST, DAST, and dependency scanning is the largest source of preventable lead time in most regulated teams. A failed deployment at a productivity tool might break a feature for some users for a few hours. The reputational and regulatory consequences are proportionally larger.

This benchmark aligns with the general DORA elite tier. The difference in FinTech is the investment required to stay there. How to reduce CFR
The two highest-impact practices in DORA research for reducing CFR are trunk-based development (cutting merge conflict failures) and thorough automated testing in pre-production. For FinTech specifically, three additions make a material difference:
- Production-equivalent staging environments. Payment processing failures often surface only when hitting live payment rails or real bank APIs. Staging environments that mirror production data structures and use sandbox versions of third-party APIs catch far more failures before they reach production.
- Feature flags for regulated changes. Separating deployment from activation lets teams deploy without activating, run final production validation, then activate. This removes an entire class of deploy-caused incidents.

MTTR and impact tolerances
MTTR is where DORA metrics most directly intersect with regulatory requirements. The FCA's operational resilience framework (Policy Statement PS21/3, with full compliance required by 31 March 2025) requires firms to set and meet impact tolerances: the maximum time a disruption to an important business service can be tolerated before causing unacceptable harm. These tolerances are expressed in hours.
If your firm's impact tolerance for payment processing is 4 hours, your MTTR for incidents affecting that service must be under 4 hours. Not on average. Every single time.
This makes MTTR a regulatory measurement, not just a performance metric, for firms in scope of the FCA framework.
FinTech elite target: under 4 hours
Sub-4-hour MTTR aligns with typical FCA impact tolerances for tier-1 financial services. Teams that achieve this consistently share three characteristics: observable systems (they know something is wrong within minutes, not hours), practiced runbooks (engineers work from a structured response, not diagnosing from scratch), and automated recovery for the most common failure modes.
How to improve MTTR
MTTR breaks down into four stages: Time to Detect, Time to Diagnose, Time to Remediate, and Time to Verify. For most FinTech teams, the biggest gains come from time to detect (poor alerting and observability) and time to diagnose (no structured runbooks, engineers unfamiliar with production systems because deployments are infrequent).
The FCA operational resilience framework recommends that firms test their ability to stay within impact tolerances through regular exercises rather than theoretical planning alone. ICT risk management (Chapter II): EU DORA requires firms to maintain an ICT risk management framework covering change management controls, testing requirements, and business continuity procedures. ICT incident reporting (Chapter III): Firms must classify ICT incidents, report major incidents to regulators within strict timeframes (initial notification within 4 hours of classification, intermediate report within 72 hours, final report within one month), and track recovery. MTTR is the operational metric that determines whether a firm can meet these obligations. A MTTR over 4 hours for a major incident means you are submitting your initial report before the incident is resolved. Regulators are reviewing your recovery timeline under time pressure.
The practical conclusion: EU DORA compliance work and DORA metrics improvement work are not two separate projects. Investment in observability, incident response, and change management automation serves both simultaneously.
Where to start: five steps
Most FinTech engineering teams already measure deployment frequency and lead time. Fewer measure change failure rate accurately (many conflate it with bug rates rather than deployment outcomes). Fewer still have MTTR broken down into detect, diagnose, remediate, and verify components. Start there.
- Establish a baseline for all four metrics. Pull 90 days of deployment data, incident data, and lead time data. Calculate current-state numbers before setting targets. Teams that skip this step set targets that are either too easy or structurally impossible.
- Map compliance gates onto your delivery pipeline. Identify every step that exists because of a genuine regulatory requirement versus every step that exists because of accumulated habit. This audit typically surfaces 20 to 30% of lead time that can be removed without touching anything regulators care about.
- Automate your security testing pipeline. SAST, DAST, and software composition analysis integrated into CI/CD improves lead time and CFR at the same time. It also satisfies PCI-DSS Requirement 6 and EU DORA ICT risk management requirements. One investment, three outcomes.
- Document and test your incident runbooks. For each of your top five incident types by frequency, write a structured runbook. Run a game day against it.
