# What is a Software Engineering Orchestration Platform (SEOP)?

> Learn what the Software Engineering Orchestration Platform is and how it powers software delivery at scale.

## Overview

The Software Engineering Orchestration Platform (SEOP) is the technology foundation that powers everything Scrums.com delivers. It is an integrated system that coordinates people, processes, AI, and infrastructure to produce consistent, measurable software outcomes.

Scrums.com SEOP was built to solve a problem that every engineering organisation faces as it scales: fragmentation. As teams grow, tools multiply, processes diverge, and visibility disappears. Scrums.com SEOP brings everything back into one orchestration layer.

## Platform is the bundled subscription

SEOP is the technology. **Platform is how you buy it** — one bundled subscription that contains the four catalog registers (Agents, Delivery, Talent and Infra).

You subscribe to Platform once. You then deploy items from the registers against that subscription. Capabilities of the platform — delivery intelligence, DORA metrics, the AI agent harness — are included in it, not sold beside it.

See [Plans & Subscription](/docs/platform/plans) for how the tiers differ, and [Catalog Overview](/docs/products/catalog) for how the registers are organised.

## What SEOP Does

SEOP operates across three dimensions simultaneously:

**1. Orchestrate Talent** SEOP coordinates how engineering capacity is assembled, matched, deployed, and scaled. Whether you need a single specialist or a full cross-functional squad, SEOP structures talent around your roadmap — not the other way around.

**2. Orchestrate Products** SEOP manages the flow of work from backlog to production. Sprint rituals, delivery governance, quality checks, and milestone tracking are built into the platform so delivery becomes a structured, repeatable process.

**3. Orchestrate Systems** SEOP integrates with the tools your team already uses — Jira, GitHub, Azure DevOps, Slack, and more — and adds an AI layer on top that monitors performance, flags risks, and automates repetitive engineering work.

## Who SEOP Is For

SEOP is designed for engineering leaders who are responsible for delivery outcomes at scale:

* **Engineering Managers** who need real-time visibility and consistent sprint performance across distributed teams
* **CTOs and VP Engineering** who need to scale capacity without accumulating headcount risk
* **Product Leads** who need predictable roadmap delivery and fewer surprises
* **QA and DevOps Leaders** who want to automate pipelines and reduce defect escape rates
* **Enterprise Architects** who need governance, documentation, and architectural integrity across all delivery teams

## SEOP vs Traditional Outsourcing

| | Traditional Dev Shop | Freelancer Marketplace | SEOP (Scrums.com) |
| ------------------- | -------------------- | ---------------------- | -------------------- |
| Delivery visibility | Low | None | Real-time dashboards |
| AI augmentation | Rarely | Never | Built in |
| Team governance | Variable | Client-managed | Structured by tier |
| Scalability | Slow | Ad hoc | On demand |
| Performance data | End-of-project | None | Continuous |
| Pricing | Project-based | Per hour | Subscription |

## The Platform Subscription

Access to SEOP is governed by your subscription tier. All Scrums.com engagements — whether Infrastructure, Tools, AI Agents, Dedicated Teams, Staff Augmentation, or Managed Delivery — are layered on top of a platform subscription.

| Tier | Best For |
| ----------- | --------------------------------------------------------------------- |
| Standard | Startups, pilots, and smaller teams getting started |
| Recommended | Growing engineering organisations needing visibility and governance |
| Enterprise | Large organisations in regulated industries requiring maximum control |
